County Council is the governing body of Northampton County and meets generally on the 1st and 3rd Thursday of the month.
2026 NORTHAMPTON COUNTY COUNCIL MEETING SCHEDULE
(1) In accordance with Northampton County Home Rule Charter Section 206(a), the Northampton County Council organizational meeting will be held on Monday, January 5, 2026, and will begin immediately following the swearing-in ceremony, in the third floor meeting room, room #3116, Northampton County Government Center, 669 Washington Street, Easton, Pennsylvania; and (2) The regular schedule of meetings for the year 2026, shall be conducted on the first and third Thursday of each respective month, beginning at 6:30 p.m., prevailing time, in the third floor meeting room, room #3116, with the following exceptions: the meeting scheduled for Thursday, January 1, 2026 is cancelled and rescheduled for Thursday, January 8, 2026 at 6:30 p.m.; Thursday, January 15, 2026 is cancelled and rescheduled for Thursday, January 22, 2026 at 6:30 p.m.; and the meeting scheduled for Thursday, December 17, 2026 is cancelled and rescheduled for Thursday, December 10, 2026 and will begin at 4:30 p.m., prevailing time.

Kenneth Kraft is a lifelong Northampton County resident and dedicated public servant with decades of experience in government, public safety, organized labor, business, and the skilled trades. Born in Bethlehem, Pennsylvania, he graduated from Bethlehem Area public schools in 1979 and went on to serve honorably in the United States Marine Corps as a Cryptologist, stationed in Misawa, Japan, until 1983.
Following his military service, Commissioner Kraft built a diverse professional career. He began working on mainframe computer systems for Equitable Life in Easton’s College Hill neighborhood before joining Plasterer Equipment Company, where he installed computer systems and managed the Industrial Parts Department for John Deere industrial equipment. He later worked in the painting industry with Alexander’s Painting, gaining firsthand experience in the challenges faced by working families and small businesses.
Kraft went on to serve with the International Union of Painters and Allied Trades (IUPAT), becoming a Business Agent for District Council 21 based in Philadelphia. During his tenure, he served in several leadership capacities and ultimately became President of District Council 21, representing union members and advocating for fair wages, workplace safety, and strong labor standards.
Commissioner Kraft was first elected to Northampton County Council in 2011 and re-elected in 2015. In 2018, he was selected by his peers to serve as President of County Council. After stepping away from elected office at the end of 2018, he continued his commitment to public service as Public Safety Administrator for NORCO Corrections.
In 2023, Commissioner Kraft was elected once again to Northampton County Council and, in 2026, was chosen to serve as Council President for a second time.
Kraft has served as Chairman of the Northampton County Elections Commission for two terms as well as various boards and commissions in the community including the Bethlehem Zoning Hearing Board and the Monocacy Creek Watershed Association.
He continues to focus on responsible governance, public safety, fiscal accountability, and transparent leadership on behalf of Northampton County residents.
In addition to his public service, Commissioner Kraft is the co-owner of Lake Hydra, a scuba training and diving business located in Lower Nazareth Township. He remains actively involved in the community while continuing to serve on County Council.
Commissioner Kraft has been married to his wife, Lisa, for more than 40 years. They have two sons and one grandson, and he continues to reside in Bethlehem.

Jeff Warren

Jeff Warren was sworn-in January 2024 and represents District 3. He works for Court Appointed Special Advocates for Somerset, Hunterdon & Warren Counties (CASA SHaW), a nonprofit that assists foster children and their families as the Director of Community Outreach. Prior to his election to County Council, he served as a member of Easton City Council, having won two terms (2007, 2011). After his family moved to Hanover Township, he was elected to serve as a member of the Hanover Township Board of Supervisors (2019).
He was born and raised in the Easton community and graduated from Easton Area High School in 1995. He received his Bachelor’s degree in Political Science from Penn State University in 1999 and his Master’s degree in Electronic Media from Kutztown University in 2010. A former aide and Director of Outreach to Pennsylvania State Senator Lisa M. Boscola, he has been community-minded having previously sat on the Board of Directors for Communities In Schools of Eastern Pennsylvania, and the Easton Boys and Girls Club. He has also been a committee volunteer with Miller-Keystone Blood Center for the past decade.
Jeff loves spending time with his wife and twin daughters, and focuses on embarking on various family adventures throughout the year. He also enjoys podcasting about Philly sports, and writing and recording music in his home studio.

Jason Boulette

Jason was sworn in as an at-large member in January 2026. He has over 25 years of business experience in the finance and banking industry, where he serves as a vice president of business analysis and has previously worked in mutual fund accounting and as manager of reconciliation. Prior to his election to Northampton County Council, Jason served on the Wind Gap Borough Council and represented the borough at the Lehigh Valley General Assembly.
Jason and his family love traveling and experiencing all of the amazing things the Lehigh Valley has to offer, especially our parks, trails, and historic sites. His love of our County, State, and National Parks has led to him being an ardent supporter of preserving open space and farmland. Jason and his wife are raising a teenage son, and Jason enjoys watching his family perform with community groups like the Big Easy Easton Brass Band.

Theresa Fadem

Theresa Fadem is a lifelong advocate for strong, connected communities and effective local government. Elected to Northampton County Council in November 2025, she brings years of hands-on municipal experience and a deep understanding of how local policy directly affects residents. Theresa previously served on Hellertown Borough Council, including as Vice President, where she worked closely with residents, staff, and fellow officials to address quality-of-life concerns and long-term planning initiatives.
Theresa currently serves as the Zoning and Code Enforcement Officer for the Borough of Hellertown, a role that provides her with daily, practical experience in land use, zoning regulations, property maintenance standards, and Pennsylvania’s Uniform Construction Code. This work has given her a grounded, real-world perspective on development, housing issues, and regulatory enforcement, as well as the importance of fair, consistent, and transparent government operations.
A real estate and community management professional with more than 20 years of experience, Theresa has built her career around problem-solving, collaboration, and helping individuals and families navigate complex decisions. She has also served on local boards and commissions, including the Saucon Rail Trail Commission and the Hellertown Climate Action Committee, reflecting her commitment to environmental stewardship, walkable communities, and responsible growth.
Theresa has lived in Hellertown for over a decade and is raising her family (and her honeybees) in Northampton County. She believes effective government starts with listening and is committed to fiscal responsibility, transparency, and policies that enhance quality of life for all county residents.

Thomas Giovanni

Council Member Thomas Giovanni is the elected District 4 representative for Northampton County. He and his wife Sharon have raised three children, Aaron, Sara, and Kaitlin. After obtaining a degree in Business Management, he moved to the Nazareth area where he has spent 31 years as a businessman and volunteer.
Presently Tom is employed as an IT Consultant and Purchasing Manager for the Project Team at East Coast Network Services, LLC. He is a former founder and owner at Hi-Tech Laser Systems, Inc. He also currently serves on the Board of Director for Nazareth Mutual Insurance Company, sitting as the Chair of their Technology Committee. He volunteers for the Nazareth School District Technology Committee. Additionally, Tom serves on the Advisory Board on the Slate Belt YMCA, and their Construction Committee.
Tom is a past Chair and Vice President of the Greater Valley YMCA Corporate Board, and he is a former Board Member of the Nazareth Business Council of the Greater Lehigh Valley Chamber of Commerce, and the Public Policy Committee of GLVCC. He also served on the Board of the Nazareth/Bath Chamber of Commerce, and is a former President of the Board of Trustees for Schoeneck Moravian Church.

Council Member Lori Vargo Heffner MA, EdM, LPC, LCADC was sworn in January of 2018 as an at-large member. She has spent 40 years in counseling, specializing in mental health and addiction treatment and prevention in the public school, college, hospital, and public sectors. She uses her background and training to focus on core county service delivery and oversight, as well as productive governance.
A resident of Lower Saucon Township, Lori received her undergraduate degree in Clinical Psychology from Moravian College and an MA Counseling degree from Kutztown University, and an EdM in Adult and Organizational Development from Temple University. She now works as a Clinical Alcohol and Drug Counselor and Licensed Professional Counselor for St. Luke’s University Hospital.
She was a member of the General Purpose Authority, the Gracedale Advisory Board, the Mental Health/Early Intervention and Developmental Programs Advisory Board, Discover Lehigh Valley Board, Lehigh Valley Economic Development Corporation Board, and the Retirement Board. She has been Chair of the Council’s Finance, Personnel, Governance, Election Integrity, Human Services, and Courts and Corrections Committees. She also is a liaison to CJAB and the AOPC Mental Health Task Force. Outside of the County she is a trustee and Past President of the Northampton County Council of Democratic Women, the President of Pennsylvania Federation of Democratic Women, Democratic State Committee member , and a committee person for Lower Saucon Township 8. She has also served in the past as President and Treasurer of Saucon Valley Performing Arts Association and is a member of Assumption BVM church & Liturgy Board.
Lori is the Region 6 Representative on the County Commissioners Association of Pennsylvania Board. She also serves on the CCAP She is Human Services Committee and is Co-chair of the Courts and Corrections committee. She is a member of the Women’s Caucus and a graduate of the Center for Excellence in County Leadership. She has also represented PA at the National Commissioner’s Association. She is currently the Southeastern Regional Trustee on the PA Opioid Misuse and Addiction Abatement Trust board.
Lori believes in transparent government that collaborates with state and federal entities and finds untapped funding to accomplish its goals. She focuses on positive, open conversation to meet the needs of the citizens of the County. She puts a focus on the preservation of farmland, filling gaps in health and human services to meet the needs of those in need and believes it can be done without raising the tax base. “I believe that good government is transparent, responsive, efficient and effective,” she said. “I bring experience, evidence, and collaborative style to address county concerns and create solutions.”

Nadeem Qayyum is a Northampton County Commissioner, sworn into office in January 2026, and a committed public servant focused on transparent governance, fiscal accountability, and effective public institutions. Based in Easton, Pennsylvania, Commissioner Qayyum brings a disciplined, justice-centered approach to county leadership rooted in both professional training and community engagement.
Commissioner Qayyum holds a Master of Science in Administration of Justice and Security from University of Phoenix. His academic background informs his work in public administration, ethics, risk management, and institutional oversight, providing a strong foundation for evidence-based decision-making and responsible governance.
Since taking office, Commissioner Qayyum has taken on key leadership and oversight responsibilities within county government. He serves as a standing member of the Personnel Committee, where he works on matters related to workforce policy, labor relations, and organizational effectiveness. He is also a standing member of the Courts and Corrections Committee, contributing to oversight of the county’s justice system, court operations, and correctional policies with an emphasis on accountability, safety, and fairness.
In addition, Commissioner Qayyum serves as the liaison to the Northampton County Housing Authority, supporting policies that promote stable, affordable housing and responsible stewardship of public housing resources. He also serves as the liaison to the Lehigh–Northampton Airport Authority, working to ensure transparency, regional coordination, and economic responsibility in airport operations and development.
Commissioner Qayyum entered public service with a clear belief that county government must be accessible, ethical, and responsive to residents. He advocates for responsible budgeting, transparent use of public funds, and policies that balance economic development with community well-being and environmental stewardship.
A devoted family man and active member of the community, Nadeem Qayyum views public office as a public trust. As Northampton County navigates evolving economic, infrastructure, and public safety challenges, Commissioner Qayyum remains focused on strengthening public institutions, restoring trust in government, and delivering principled leadership that serves all residents of the County.
